Corruption as Factor and Consequence of Innovation System Development

Abstract
Abstract. It is traditionally believed that lower levels of corruption of corruption facilitate innovation system development. However, the analysis of the conclusions made by the other researchers and the theoretical treatment of the problem permit one to consider this statement doubtful. Generally, innovation systems are vulnerable to corruption, the influence of which may be both negative and «positive». In the latter case, the corruption schemes of interaction between the main actors make it easier to obtain administrative and financial support and diminish expenses related to the high risks of innovation activity. However, such a «favorable» influence is only apparent because the high level of corruption leads to the appearance of controversies in the system development, and these controversies are very dangerous for the systems. Moreover, it has been established that innovation systems themselves can be a source of corruption. In order to verify the theoretical considerations, an attempt is made to analyze the current indicators of innovation development (the innovation development index of the Bloomberg agency and the global innovation index of the World Intellectual Property Organization) and corruption levels (the corruption perception index of Transparency International) for the most innovative countries of the world. The results show that the majority of these countries are characterized by a very low corruption level, but there are also countries where this level is relatively high. In those countries where innovation activity has been rising during the past three years, the corruption level has either decreased or remained the same. However, there is an example when this level, in contrast, rose. The interpretation of these results permits one to believe that when an innovation economy is built it is impossible to ignore the problem of the possible expansion of corruption from innovation systems. A successful solution of this problem requires development of a special state policy. Support and normalization of the discretion culture of management in business and administrative bodies can also be helpful. Finally, the corruption schemes «favorable» for innovation development need close examination in order to be replaced with the equally efficient legal mechanisms.
