Оценка (а)симметричного влияния геополитического риска и неопределенности экономической политики на валютный курс рубля

Аннотация
Российская экономика столкнулась со значительной волатильностью валютного курса в связи с различными экзогенными шоками, включая мировой финансовый кризис, санкции, колебания цены на нефть и пандемию COVID-19. Вышеперечисленные экзогенные шоки способствуют повышению неопределенности экономической политики, в связи с чем могут наблюдаться колебания валютного курса. Кроме того, российская экономика в высокой степени подвержена влиянию геополитических рисков, что также отражается на динамике валютного курса. Целью работы является оценка асимметричного влияния геополитического риска и неопределенности экономической политики на валютный курс российского рубля. Гипотеза исследования состоит в том, что реакция валютного курса на повышение и снижение геополитического риска и неопределенности экономической политики может быть асимметричным в связи с ожиданиями экономических агентов. В качестве предварительного анализа временные ряды были протестированы на наличие единичного корня и коинтеграцию. Для оценки применяются линейная и нелинейная модели авторегрессионного и распределенного лага, которые позволяют оценить асимметричные эффекты в краткосрочном и долгосрочном периодах. Результаты эконометрического моделирования показывают, что геополитический риск и неопределенность экономической политики асимметрично влияют на валютный курс в краткосрочном периоде, в то время как в долгосрочном периоде их воздействие на валютный курс рубля симметрично. В краткосрочном периоде валютный курс более чувствителен к отрицательным шокам геополитической напряженности и неопределенности экономической политики, нежели к положительным. При этом негативное влияние геополитического риска сглаживается в долгосрочном периоде. Теоретическая значимость исследования заключается в расширении стандартной модели фундаментальных факторов, влияющих на динамику валютного курса, путем установления взаимосвязей между «ненаблюдаемыми» факторами и валютным курсом. Полученные результаты позволяют улучшить качество прогноза валютного курса, что представляет ценность для инвестиционных решений и для государственных органов в области планирования экономической политики.
