The Impact of Infrastructure of Nenets Autonomous District on the Socio-Economic Development of the Region

Abstract
. The article studies the influence of various factors of the infrastructure of the Nenets Autonomous District on the main indicators of the region's social and economic development. The subject of the study is the infrastructure of the Nenets Autonomous District. The purpose of the study is to obtain a quantitative assessment of the infrastructural impact on the socio-economic development of the region. Four areas of social and economic development are analyzed: industry, economy, innovation, technology, environment, and welfare. Each of these spheres is evaluated with a designated indicator. The industrial and economic spheres are estimated by gross regional product; the innovative sphere - by internal R&D expenditures, the environmental sphere - by total polluting emissions of harmful substances, the social sphere - by per capita income of the regional population. The methodology of the study is based on an autoregressive model with a distributed lag. For each of the endogenous variables, the authors get an equation reflecting the dependence on the selected exogenous variables, i.e. the infrastructure factors. As a result, a system of four equations was obtained. The equations can be used for medium-term macroeconomic forecasting in the Nenets Autonomous District. The conclusions drawn in the study can be used in the formation of a medium-term regional economic development strategy. The obtained dependencies have shown that the GRP of the region is strongly influenced by the volume of goods shipped and the value of fixed assets. R&D expenditures are not significantly affected by any infrastructural factor. The environmental situation in the region is aggravated by the existing bus fleet. At the same time, the region is actively switching to gas fuel in the energy sector, which has a positive impact on the environment. The income of the population depends little on the number of people employed in the region, which is due to rather low labor productivity. The population's incomes are largely earned in the energy sector.
