Problems of Assessing the Effectiveness of Budget Expenditures in the Territories With Special Economic Status of the Far East

Abstract
The paper deals with the problems of assessing the effectiveness of budget expenditures in the territories with a special economic status in the Far East. The purpose of the article is to analyze theoretical prerequisites for assessing the effectiveness of public expenditures in territories with a special economic status. The paper identifies the practice-related problems of assessing the effectiveness of public expenditures in the Far East areas of advanced development and the Free Port of Vladivostok. The basic methods of research were analysis, synthesis and comparative analysis. Entities established with the participation of the state are financed from budgets of different levels and endowed with duplicating functions and powers to promote the development of territories with a special economic status. The authors show that the key internationally recognized performance indicators were removed from the new version of the state program of the Russian Federation «Social and Economic Development of the Far East and the Baikal Region» . These are, for example, the index of the gross regional product of the Far East; the number of advanced development areas created in the Far East provided with essential infrastructure; positive migration rate in the Far East by 2025. Several indicators of the program were reduced, such as the number of jobs created in the advanced development areas and the Free Port of Vladivostok; accumulated volume of investments by residents of the Far East; the tax collection target. It is also noted that social insurance reliefs are not accounted for as public expenditures and are not used as effectiveness indicators.
