Abstract
The problem of institutional transformations is a major one today. It is particularly acute in developing countries, including Russia. Experience has shown that only in the case of a stable system of institutions it is possible to achieve essential transformations in social and economic development, to cope with present-day challenges, among which are such socially significant problems as poverty, degradation of the environment, demographic challenges, etc. The purpose of this work is to identify prospects of institutional development of the social and innovative sphere of the country. The article emphasizes that without the formation of norms, "rules of the game", and sticking to traditions, it is impossible to solve these problems. It is noted that institutions and the institutional environment, in general, perform a number of critical functions enabling the achievement of a stage-by-stage, evolutionary way of development that facilitates avoidance of abrupt social shocks. Research of scientific literature has shown that one of modern approaches to social development is the concept of social innovations. On the basis of comparative analysis, it was revealed that practices in the field of development of social innovations have found broad application in social policies of developed countries, having shown their efficiency. Today the ideas in this area are also take root in Russian practice. The article discusses the main features of such phenomena as social innovations and social business. The importance of the development of social business and social economy in general is not a mere buzzword, but a possible answer to growing problems of the mankind. The theoretical importance of the research lies in the fact that the study proves an important role that is played by social and economic institutions in these processes, their readiness for generation, transplantation of modern practices of social innovative development. As a results of the empirical research, statistical dependence between the index of social progress and factors of institutional development is shown (across 120 countries in 2016). The institutions influencing the level of social development have been revealed (the index of social progress). The obtained results of the research are recommended for use when developing programs of social innovative development of Russia.
