Evaluation of the Integrated Economic Effect from Implementation of Innovative Projects in a Public Private Partnerships with Regard to Their Communicative Component

Abstract
This article analyzes the mechanisms and characteristics of public-private partnerships in view of their communication component. A statement that has been assumed as the main hypothesis with a scientific and practical value and empirically proven significance says that public-private partnerships should be seen as an instrument of development, corresponding to the modern type of innovative economic systems - the "knowledge economy", "new industrial economy". An algorithm has been constructed of consistent influence of factors of economic growth in the implementation of innovative projects in the framework of communication-intensive relations of economic entities formed within the framework of the public-private partnership. Peculiarities of public-private partnership development in Russia are given, in particular, in priority areas of implementation, in relation to the volume of private investments in public-private partnership projects to nominal Gross Domestic Product, by the ratio of budgetary and private funds channeled to public-private partnership projects. The functions of communication centers of innovation infrastructure are compared with the characteristics of the existing public-private partnership centers in order to determine the structures that are potentially the most competent in the implementation of the functions of the communication centers. The issue provides a method for the calculation of an integral economic effect of the involvement of foreign partners in joint ventures to create an innovative product in the framework of public-private partnership. It is concluded that this effect will be one of the separate indicators of the effectiveness of communications in innovation activities, due to the international aspect of cooperation in the public-private partnership. The article is intended for scholars and practicioners, specialists dealing with issues of innovation development and regional management. The results of the study can be taken into account when improving the structure of the innovation system and the institutional structure of public-private partnerships at the regional and national levels.
