Analysis of Institutes of Scientific Effectiveness: Organizations of the Middle Urals

Abstract
In the article, it is shown that the main institutions of scientific effectiveness are the publication of articles in Russian and foreign journals, monographs, conference proceedings, pre-prints, peer reviews, papers, and also registration of patents. The purpose of this research is to design a measure for assessing the dysfunction of institutions of scientific effectiveness due to different types of transaction costs and verification of the author's index of scientific effectiveness by means of an empirical study of the activity of scientific organizations. Differences in scientific effectiveness of central and regional institutions supported with Scopus data prove that the analysis of scientific effectiveness of regional scientific institutions needs to be carried out separately from central scientific institutions. On the basis of the analysis of results of scientific activity of the representative sample of scientific organizations of the Middle Urals, conclusions are drawn about the efficiency of using the institution of paper publication. Dysfunctions of application of specified institutions from different types of transaction expenses are established. An indicator of the assessment dysfunction an assessment of dysfunction of institutes of scientific effectiveness from different types of transaction expenses is developed. An index of scientific effectiveness that is equal to the ratio of increment dynamics of scientific results and increment dynamics of increment dynamics of transaction expenses is introduced. Depending on the type of the transaction expenses, the index of scientific effectiveness illustrates the efficiency of using various economic institutions. On the basis of the analysis of the obtained results, conclusions are drawn as to the efficiency of using institutions of publication of articles in Russian and foreign scientific journals. Dysfunctions of application of institutions of publication of articles in Russian and foreign scientific magazines from different types of transaction expenses are defined. Conclusions are drawn on ehe xpediency of increasing certain types of transaction expenses.
