Instrumentation Development of the Institutional Environment in the Context of Digitalization

Abstract
The paper notes that the development of the institutional environment is closely related to the organization of socio-economic activities based on modern digital technologies. The purpose of this article is to develop general approaches to solving the problems of institutional imperfection under the new conditions of an emerging information society. As a subject matter of research in this article, we considered the modern digital economy in various manifestations of economic activity, and its impact on changes to the institutional environment, as well as tools to improve the quality and minimize institutional failures. The subject of this study is economic relations that are forming in various areas of the economic application of digital technologies. The analyzed data - scientific research, reflected in the periodical press, as well as findings in the framework of the concept of digitalization of socio-economic systems. The research method is logical analysis of the applicability of digital technologies for various levels of economic activity. It is shown that modern digital technologies ensure the harmonious development of the socio-economic environment. On the one hand, digitalization processes are widely used in the field of creating modern technological innovations; on the other hand, they create conditions for the transformation of socio-economic relations, and constitute a condition for improving the quality of the institutional environment, and form the prerequisites for the transition to digital society. The novelty of the results lies in the systematization of the impact of various tools on the institutional environment. The theoretical significance of the study is to identify the tools of the digital economy that contribute to improving the quality of the institutional environment. The practical significance of the study lies in the formation of possible future studies of rational management in a digital society. As a result of the study, a number of innovations in the digital economy have been identified that contribute to improving the quality of institutions, and their influence on changing the institutional environment is shown.
